Comprehensive HIV Services Plan
The Comprehensive HIV Services Plan is designed to serve as a working blueprint to guide the refinement of HIV/AIDS care and support services in Alameda and Contra Costa Counties. The Plan is designed to strengthen coordination and integration of local HIV core and support services, to improve linkages between service agencies and to link care and prevention. The Plan is updated to make the changing needs of the target population, and to incorporate new strategies for improving care and increasing access to services.

The purpose of the Needs Assessment is to identify the unmet needs of people living with HIV/AIDS in the Oakland TGA (Counties of Alameda and Contra Costa). Standards of Care
Standards of Care are developed to provide a required level of service delivery standards for each service category funded by the Office of AIDS Administration. Each approved standard represent consensus among service providers and consumers regarding quality of service delivery that will enhance the lives of people infected with and affected by HIV/AIDS.
